Voki is a FREE service that lets you create customized speaking Avatars
The only problem with Voki is that it requires an Internet connection to work and if the Voki company went off-line all the development would be lost as it's held on their servers.
As far as I know It is possiable to use a program such as camtasia to do a screen capture of the Voki animation but I have yet to try this and I am not sure if it would breach the Voki licence to do that.

Avatar's could be used to create a personality to present content.
One of the advantages of this type of avatar is that it does not reply on an active Internet connection once created.
