Voki is a FREE service that lets you create customized speaking Avatars
The only problem with Voki is that it requires an Internet connection to work and if the Voki company went off-line all the development would be lost as it's held on their servers.
As far as I know It is possiable to use a program such as camtasia to do a screen capture of the Voki animation but I have yet to try this and I am not sure if it would breach the Voki licence to do that.

This is also saved in the cloud so once again it requires Flash and is dependent on the Fotobabble company continuing to server the content.
We can easily reproduce the functionality of Fotobabble using SWiSH Lite without the need for a cloud server or 3rd party company to server content. see below
